In an HPMS memorandum released on July 22, 2011 titled, “Accumulator Comparison Report,” CMS announced that it would be releasing a new monthly report that would provide sponsors with feedback on discrepancies between the CMS calculated accumulator values (based on accepted PDEs) and plan reported accumulator values. The Accumulator Comparison Report initiative was launched in July 2011 and since then has been released on a monthly basis as part of the Drug Data Processing System (DDPS) month end reporting. Sponsors recently should have received the Accumulator Comparison Report released in mid-June with data through May 2012.
Over the last year, CMS has reviewed the accumulators and other associated data and believes that it is no longer necessary to produce this report. It is our belief that the online editing process and extensive back end analysis through the outlier process has provided the analysis needed to identify and address any potential inconsistencies between CMS and sponsor calculated accumulator values. Thus, we believe the accumulator report duplicates efforts for both CMS and plan sponsors creating an unnecessary administrative burden. Therefore, effective immediately, CMS will no longer be producing the Accumulator Comparison Report.
